The 2010 and 2050 emissions targets needs toughening up, international aviation and shipping should be included and use of carbon credits must be strictly limited and clearly reported.
For once the MPs are making a lot of sense – not least on the question of carbon credits. The danger is that international schemes are used to cover up inactivity at home.
‘The government ought to adopt a code of practice for reporting UK emissions, ensuring it clearly distinguishes between reductions achieved within the UK and reductions funded by the UK but taking place abroad,’ says the committee.
